An Alert to Keir Starmer from His Personal Past: Without Boldness on Britain's EU Exit and Europe, His Party Challengers Shall Be.

Seven years ago, a mere eight words to energize a Labour conference demonstrating Labour was becoming disillusioned with its then leader. Although not precisely soaring oratory, the phrase were greeted with rapturous applause as most of the hall stood for an impromptu ovation.

When the noise subsided, Keir Starmer, remained at the lectern, visibly startled. He was unaccustomed to his addresses having such an effect. All he had said was: "We are not excluding staying in the EU". But context is everything.

During that darkly divisive time of 2018, straying from the prepared script in this way was inevitably viewed as issuing a challenge to the party leader, who was trying to prioritise Brexit voters in key constituencies above the Europhile sentiments within Labour. With that single address, this grey-suited opposition Brexit spokesman was transformed – if only for a while – into a political gambler who championed most Labour MPs, members and voters against a leader he would later replace.

The Shift of Stance and Settled Debates

In the years since, much has happened, not least to Starmer himself. An early move after taking over in 2020 was to declare the EU question had been settled by the 2019 national vote. During the most recent campaign, he consistently stressed manifesto “red line” commitments that ruled out re-entry into the EU, the single market or a customs union.

Similar to Corbyn, his strategy has focused on winning pro-Leave voters in target constituencies, even if survey data indicates many of them have died or changed their minds.

A Lid That Rattles on the EU

However, it’s now Starmer is now to face the pressures of being a party leader. While Europe may not be the central crisis in UK politics, the cap that has been kept firmly shut for five years is starting to loosen once more.

The Prime Minister and Chancellor have intensified their language about the devastation that leaving the EU has inflicted on the UK’s economy. It’s a useful stick to criticize the Reform UK leader, who now rarely mentions his flagship policy was once his singular purpose and is still his sole political accomplishment.

And yet, the scale of the damage, which by some estimates has resulted in an economy that is between 6% and 8% smaller compared to EU membership, dwarfs the micro-mitigation so far offered by the government. The PM's much-touted re-set deal negotiated with the EU last summer offers economic benefits quantified in low decimal points.

Cabinet Divergence & Ambitious Proposals

The chancellor is among those trying to overcome long-standing Home Office resistance to an expansive version designed to boost growth program for young people by which youths can move between Britain and Europe for work or study.

The deputy prime minister has pondered publicly regarding the “self-evident” benefits of being in an EU customs pact, as several Labour backbenchers, including the chair of the Treasury select committee, recently supported an opposition proposal on customs union membership.

While the Europe minister, the minister in charge of UK-EU relations, who is now attending every cabinet meeting, maintains the firm boundaries are still in place, there exist avenues these could be bypassed. A proposal involves declaring the commencement of negotiations now for a more ambitious agreement, to be featured in the following election platform, with implementation only if securing a new electoral mandate.

Starmer's Deep-Seated Doubts

However, Starmer has lately been pouring cold water again by warning rejoining an EU customs arrangement could undermine the trade pacts with the US, which he regards as key accomplishments of his premiership.

Reportedly that the PM’s scepticism go still deeper, stemming from three further factors.

  1. First, he believes any customs union agreement has been made much harder because his ministers actively diverging from EU regulations in numerous policy areas, including the environment.
  2. Second, the exorbitant price demanded from Britain for entry into a European defense initiative and the ensuing failure in talks has led British officials that European nations have little interest in cutting special deals with Britain and are more focused on demonstrating that leaving the EU was a mistake.
  3. Lastly, the new US national security strategy, which has been welcomed by the Kremlin, is viewed by key advisors in Number 10 as grounds for Britain to maintain distance from Europe.

An Alarming Strategy & Strategic Calculations

This bizarre and terrifying American strategy paper asserts Europe is threatened by cultural extinction because of Muslim migration. It includes a single mention to Britain, found on a suggestion that Donald Trump’s administration will intervene in our politics to foster the rise of “patriotic” parties.

However, instead of concluding that this renders the US an undependable ally, ministers is worried that aligning closer with Europe would destabilise geopolitics further by risking fragile US military support for Kyiv, NATO, and other alliances.

Succession Chatter and The Echo from the Past

All of which returns us to the conference of 2018. Starmer has always said his speech was not an attempt for the leadership but simply an effort to preserve the “option” of staying in the EU in a future vote. In fact, back then, Starmer still favoured a tailored trade agreement similar to the one he currently seems to reject.

But it’s not been lost on the Prime Minister's office note that Wes Streeting, widely considered would be a candidate in any leadership election, is among a group of senior ministers signaling they desire greater ambition on Europe.

Staff for Angela Rayner, another likely contender in a contest for the top job, maintain she won’t discuss her position regarding a customs pact because it would only “escalate unhelpful speculation”.

The Obvious Risk & A Wise Memory

The danger is obvious. Should the PM reject more meaningful steps towards a close relationship, he allows rivals to claim the territory where the overwhelming majority of Labour MPs, members and voters reside.

It would be prudent of him to remember the impact that a short phrase had on his career in 2018. There are options for a big offer on EU relations which the PM ought to consider; he should explore them personally, rather than letting rivals adopt them as their own.
